The University of Zakho Commemorates International Human Rights Day at Its College of Law

On Wednesday, December 10, 2025, the College of Law, in cooperation with the Independent Human Rights Commission - Zakho Office, held a scientific panel marking International Human Rights Day. The panel was convened under the title: “The Use of Children in Beggary: A Legal and Social Study for the Protection of Children’s Rights.”

The scientific panel was structured around three principal thematic axes:

1. Legal Axis:
This axis addressed the concept of childhood and children’s rights from the perspective of domestic legislation and international conventions. It also examined the gaps within these legal frameworks and explored potential mechanisms for remedying them.

2. Social Axis:
This axis discussed the underlying factors contributing to the spread of child exploitation through begging. It also considered the role of family oversight and guardianship within the Independent Administration of Zakho in preventing such practices.

3. Institutional Axis:
This axis elaborated on the legal procedures undertaken by the Ministry of Interior and the Ministry of Justice in the Kurdistan Region, with the aim of reducing and preventing child beggary and safeguarding children’s rights.

In conclusion, several recommendations were put forward: that stronger legislation be enacted by the Kurdistan Parliament; that child-protection programming receive greater emphasis through Kurdish media; that cooperation be expanded among governmental and civil institutions; and that public awareness programs be intensified with the objective of protecting children and families.
